Hub Description

The From Rubble to Construction Hub brings together relevant stakeholders to unlock business opportunities within the formal economy through the safe recycling and reuse of rubble and construction and demolition waste.

  

In the aftermath of the 2024 war, LPSN joined a consortium of public and private stakeholders to address the growing challenge of rubble management. The initiative aimed to mitigate the environmental impact of disposing of debris in landfills while exploring viable opportunities for its recycling and reuse in construction applications.

  

Building on these efforts, in 2026 the Ministry of Industry renewed the discussion with LPSN and its partners and requested LIBNOR to develop standards governing the reuse of rubble in road pavements and other non-structural construction materials. 

  

Research conducted by several Lebanese institutions has demonstrated both the technical and economic feasibility of transforming construction and demolition waste into valuable resources, including road base materials, basic construction inputs, and more advanced construction products. Through collaboration, innovation, and standards development, the Hub seeks to support the emergence of a sustainable circular economy around rubble management and construction materials.
